What AppealLayer is
AppealLayer is B2B SaaS infrastructure for verified-human appeals of automated decisions. It helps a company create an appealable decision, show a public appeal page, verify proof of human with World ID, route the case to a reviewer, send webhook outcomes, and keep audit records.
AppealLayer does not make the original automated decision and does not make the final appeal outcome unless a future customer separately contracts Enstellis SRL for a managed review service.
What AppealLayer is not

World ID independence notice
AppealLayer is an independent third-party application. AppealLayer is not operated by, endorsed by, or officially affiliated with World Foundation, Tools for Humanity, or World unless expressly stated. AppealLayer uses World ID to enable privacy-preserving proof of human.
Accurate phrases include uses World ID, built with World ID, and powered by World ID verification. AppealLayer should not be described as official, endorsed, approved, operated by, or sponsored by World Foundation or Tools for Humanity unless a formal written relationship exists.
Initial prohibited use cases
AppealLayer is launching around account restrictions, fraud flags, moderation decisions, marketplace removals, gaming bans, AI-app abuse blocks, and similar non-regulated workflows.
- credit, lending, banking, or insurance decisions
- healthcare eligibility, treatment, or insurance workflows
- employment, hiring, education admissions, or housing decisions
- government benefits, immigration, law enforcement, or criminal justice workflows
- children's data workflows or child-safety moderation
- any workflow where a regulated appeal process is required by law unless Enstellis SRL has approved it in writing
Privacy posture
- No government ID or KYC by default.
- No biometric data is received or stored by AppealLayer.
- No raw World ID nullifier values are stored in normal application tables.
- No private appeal statement, evidence, reviewer note, or company metadata is put on-chain.
- Appeal data is private to the relevant tenant/customer unless disclosure is required for support, security, law, or abuse prevention.
- Non-essential cookies or analytics should not run before consent in the EU.

This implementation is designed around EU and Romanian privacy requirements, but it is not a substitute for review by Romanian/EU counsel before production contracts are signed.
